There is no allocation of water for this Project under KWDT-I Award. The KWDT-II Award is yet to be notified.      Two meetings on 21.6.2016 and 22.6.2016 were convened by Special Secretary, MoWR, RD & GR to discuss the extension of the working arrangement propounded by the Ministry for current water year 2016-17 wherein it was suggested that both the States of Andhra Pradesh and Telagana may meet within one month to discuss the following issues for amicable resolution:-

  1. The issue related to sharing of Godavari waters which would be transferred  to Krishna as per GWDT Award, 1980.
  2. The issue related to operational control of all the regulating structures by KRMB or respective States having territorial jurisdiction.

2.         However, vide letter dated 2.8.2016, Govt. of Telangana has requested to set up a Committee for suggesting working arrangements for water sharing and regulations in Krishna Basin.

3.         Accordingly, this Ministry vide OM dated 7th September 2016, constituted a five-member Committee. However, during the first Apex Council Meeting held on 21.9.2016, Govt. of Telangana has raised objection for inclusion of names of Shri A.D. Mohile, Former Chairman, CWC and Shri M.K. Goel, Scientist ‘G’ NIH, Roorkee. Palamuru-Rangareddy LIS project is not included in the list of projects agreed upon by Andhra Pradesh and Telangana States as part of working arrangement for the water for the years 2015-16 & 2016-17.

Decision of Hon’ble Supreme Court

4.         Hon’ble Supreme Court of India in its final order dated 20.07.2016 directed to convene the meeting of the Apex Council to examine the issues with reference to the construction of two projects raised by the petitioners after affording an opportunity of hearing, to the concerned State parties.

5.         The first Apex Council Meeting was held on 21.09.2016 under the Chairpersonship of Hon’ble Union Minister, MoWR, RD & GR with Chief Ministers of Andhra Pradesh and Telangana to resolve various outstanding issues of Krishna river. In the meeting, Chief Minister of Andhra Pradesh took a position that till project wise allocation is made, the two projects including Palamuru-Rangareddy LIS can be referred by Telangana to KRMB/CWC for appraisal and both the States may propose new projects as per their requirement only after the allocation of water by KWDT-II. Chief Minister of Telangana reiterated that the GOs for the two projects were issued by erstwhile State of Andhra Pradesh and Telangana will restrict itself within the allocation made by KWDT-II and will go ahead with the projects. Till then, both the States agreed for continuation of 2015-16 working arrangement for sharing of water during 2016-17 also. In view of the divergent position taken by the two States, it was decided that Apex Council meeting may be convened as and when required to resolve issues raised by both the States. However, during the first Apex Council Meeting held on 21.9.2016, Govt. of Telangana has raised objection for inclusion of names of Shri A.D. Mohile, Former Chairman, CWC and Shri M.K. Goel, Scientist ‘G’ NIH, Roorkee. Accordingly, this Ministry vide OM dated 19.12.2016 and 10.1.2017 in consultation with the stake holders and State Governments has reconstituted the Expert Committee. The Committee shall submit its Report/Manual etc. to Ministry of Water Resources, River Development and Ganga Rejuvenation, New Delhi within a period of 90 days.

6.         Accordingly, this Ministry vide OM dated 19.12.2016 and 10.1.2017 in consultation with the stake holders and State Governments has reconstituted the Expert Committee. The Committee shall submit its Report/Manual etc. to Ministry of Water Resources, River Development and Ganga Rejuvenation, New Delhi within a period of 90 days.
