The Command Area Development and Water Management (CADWM) programme is being implemented pari-passu with Accelerated Irrigation Benefits Programme (AIBP) during XII Plan. The components of CADWM programme have been continued from XI Plan to XII Plan. Micro-irrigation, land levelling, one time infrastructure grants to Water Users’ Associations (WUAs) and Water and Land Management Institutes (WALMIs)/ Irrigation Management and Training Institutes (IMTIs) have been introduced during XII Plan.
Components of the programme during XII Plan are:
i) Survey, planning and designing of On-Farm Development (OFD) works;
ii) OFD works including construction of field channels, land levelling and shaping where necessary, micro-irrigation;
iii) Construction of field drains, intermediate and link drains;
iv) Correction of system deficiencies above the outlet up to distributaries of upto 4.25 cumec (150 Cusec);
v) Reclamation of waterlogged areas;
vi) Software activities namely trainings, adaptive trials, demonstrations and monitoring & evaluation;
vii) One time functional grant to Water Users' Associations;
viii) One time Infrastructure grant to WUAs and one time infrastructure grant to WALMIs/IMTIs; and
ix) Establishment cost - 10% of expenditure on item Nos. (ii), (iii), (iv) and (v).
Thus the scheme would encompass all aspects of water management for efficient and equitable distribution of water in the commands of irrigation projects for optimal utilisation of irrigated potential and augmentation of water users in a participatory manner.
